Yes. For the time being I am only committer. So you need to send patches to 
me. It would be great if you discuss things before you start working.

No. There would be no other language but C++. I know that is unsettling but 
that is just a different approach to do the same things. And I think better 
one at that.

I suggest you come over oasserver-general list. The list page is 
http://lists.sourceforge.net/lists/listinfo/oasserver-general.

This will allow other people to benefit from such a discussion and this gets 
archived as wellm for future reference.

OAS Server in itself does not impose any tiers. So to speak, it is a 
middleware. You can implement whatever you want with that.
