#1 failure due to missing dirs

If /var/state/oasis/OASIS-Crawler/state/* dirs are
absent then crawler fails to store its queue's
and other state info. And thus aborts.

Crawler should create dirs to store state information
automatically.

This is important because for first time user
this is showstopper.

It probably won't be able to create these under /var due to
insufficient permissions. This probably the job of an
installation script. It should also provide an option for
installing everything in the user's home dir.
