TclAccess script

This directive can be used to allow or forbid access
without user's input -- based, for example, on
credentials like IP address, referrer, a cookie, etc.
The script is appended the name of the requested file
before being evaluated and is expected to return OK,
FORBIDDEN, or DECLINED. The latter means this script
"did not care" and the other access control mechanisms
should be consulted.

I forgot to attach the actual patch while submitting. But
now evident bugs in SourceForge prevent me from doing so :(
The patch can be obtained easily from FreeBSD
