#12 first two characters of description string lost

When creating ERF or HAK file type with modpacker, the
first two characters of the description field are not
shown in NWHAK.EXE. This happens when no
hak.description is supplied, and the beginning of the
description is "st: " which modpacker.java line 398
says should be "Test: ". This also happens when
providing hak.description file in current folder with
other ERF/HAK contents.
