Add the zeta function. See https://www.gnu.org/software/gsl/manual/html_node/Riemann-Zeta-Function.html#Riemann-Zeta-Function

Analysis:
Straigthforward implementation using the functions from GSL and the usual mu::Parser function signatures. Needs also the usual documentation steps in the language files, the search database and the syntax elements list.

Implementation:
The function was implemented as proposed by the analysis. Implementation tests were passed successfully.

Documentation:
The function was added to the syntax element list, the language file and to the search database in both languages. It was noted in the Changes log.

Tests:
The function was compared with a reference implementation. No deviation detected. Functionality implemented successfully.
