#1 Bumper Stop/Lock in Place/Control Descend

Bumper Stop - microswitch to cut power from TPV array and activate descend rate control with motor as braking element? Lock into place - Solenoid. Control Descend Rate - above comment about 'Do we need Off when Climber gets to top'.
Beam Off Logic - rules require that climber that is stationary for 100 sec begin to descend just as in Bumper Stop at 1 KM above
On/Off Switch - needs to operate at 100 m from ground? Off when Climber gets to the top - use motor to electronic brake the descent
