We have exactly the same problem: we don't want CVS directories to appear in the installation. Besides, we need to exclude some other files that are on the CVS but shouldn't appear in the installation. For now we shall solve this using include files (we shall have a Python script that will go through the subdirectories and create a .nsi include file with a File statement for each file we want in distribution). This is awkward and inconvenient, though. File could accept three new options /f <filename> would give a file with a list of files to be included, /e <filename> would exclude the <filename> and /x <filename> would give a file with the list of files to be excluded. The attributes are also not a bad idea, but it would not be sufficient for us.
