Only some of all supported languages are added to setup file. See screenshots of 2.10 and 2.29 NSIS Modern UI Multilanguage example script.

The language dialog no longer shows languages unsupported by the current user's codepage. Use MUI_LANGDLL_ALLLANGUAGES to override this new feature.
