You're right, I've never distingished these two things and I guess even most of Google users (even among power users) don't pay attention to the difference. I can find a way to register the account without Gmail if I look for it in particular (btw, it still doesn't want to proceed without an sms verification). But is there a situation when Google would reveal this option to the user? Totally agree that this is absolutely unacceptable. Google does many unethical things, too. I think much more, than SF.
