Here's a reasonably active project in which they do this: https://github.com/SFTtech/openage I believe you can subscribe to specific topics instead of receive everything. You can respond to a thread by replying, much like the mailing list, or you can log in and use the GUI. Unfortunately, you do need to have a GitHub account, but I believe the requirements are less stringent. Probably still closed source....
