I've had a good look at the Firefox source and I think I understand its 
behavior pretty well now. In fact I've tried to come up with a patch:

I'm curious to see if it has any chance of getting accepted. With it the 
interaction of Firefox and (unpatched) Notion (and also every other window 
manager I've tried) is perfect.

So maybe it is worth waiting a while to see if there is a reaction to the 
patch!? If not in any case I'd prefer the first solution you've proposed over 
the second. But even more I'd still be in favor of the winprop because the 
behavior you describe under 1b) is in my eyes rather annoying.
