[Notion-devel] Release announcement

Hello,

Gearing up for the release, we should prepare an announcement. I think the 
announcement should probably simply contain the contents of the 'Introduction',
'History' and 'Changes' sections of http://notion.sf.net (just updated, you 
might need to refresh).

Any comments, improvements?
