I have tried > mod_dock, but it doesn't appear to do what I want. For me, in a normal tiled workspace, loading mod_dock causes gnome-panel to open as a proper 'panel' instead of as a normal window. I did have to set the dock mode to 'embedded' to prevent the panel from overlapping normal frames. Also, I have to load mod_dock after mod_xinerama. I'm not sure how this works in floating workspaces.
