I see no CSS, JS, or TXT in File-->Open, though I do see them in the Language menu. I have searched the threads here, the Settings, and the FAQ to no avail. I suspect it is simply that I do not understand what you mean when you say, "adding a language," and truly, "how to do it." I need, simply, to add an item to File-->Open. I would sincerely appreciate someone's kind assistance.

I think that the 'Files of type' drop-down menu in Open dialogue are "hardcoded", but you can very easyly resemble the behaviour of this option by writing *.css, *.js or *waterver_you*.want in the 'File name' field and when you hit Enter the files in the directory will be filered according to your pattern.
