Is it possible to use a pre existing language as a template for a User Defined Language? I am using a Language called LIMSBasic and it is similar to VB bar keywords have changed. So using VB as a template would be really useful. I have tried starting from scratch but I can't do the "This is a sting" part and a few others. The User Language Define System doesn't seem to have an option for them! :-(

No, it is not possible to open built-in languages in the User Define Language dialog. If you are just changing the keywords for the VB language definition, you can change them in c:\<NP++ program directory>\Langs.xml (and in plugins\APIs\).
