I just recently ran into this problem. I was running 6.4.3 and experienced the same after updating to 6.4.5. Notepad++ insists on running as Administrator. It wouldn't be that much of a problem, but my company forces a UAC prompt for authentication when running as Admin. This means I have to authenticate every time I run NPP. It also seems to mean that I can't right click on a file and choose "Edit with Notepad++" When I do, I get the following error, "ShellExecute failed (2): Is this command correct? "C:\Program Files (x86)\Notepad++\notepad++.exe" "M:\index.asp""
I've moved all plugins into \disabled\, with no change. I have verified that I do NOT have "Run as administrator" ticked under the Advanced properties of the shortcut. Any help here would be greatly appreciated!

Argh, found my own problem. It seems that Run As Administrator can be checked in 2 places, one being under Compatibility
