That's at http://notepad-plus.sourceforge.net/uk/download.php not the Sourceforge download section. It's a couple of years out of date, but still better than nothing. Some up to date context sensitive help would be a great addition to the project if anyone wants to volunteer to do it.

At the moment, when you click on help menu, you must connect to notepad++ web : you only get online help.
I work with a portable PC and often not connected to internet. I highly use regular expression and sometimes I don't remember some tips.
It would be better integrated help in notepad++ like notepad++.chm or notepad++.hlp

Why not include regular expressions examples in the integrated help file ?
And / or a tool tip in replace dialog ?
