It's not in the plugin manager, but other plugins at that same URL are. How is it decided which plugins make it into the plugin manager? Should this one be added?

The "hex editor" plugin is in the plugin manager, it is only not shown by default because it is considered unstable. In the plugin manager, go to Settings and check "Show unstable plugins" if you want it to be displayed.

I found a great hex editor plugin along side the others at https://sourceforge.net/projects/npp-plugins/files/?source=navbar
