Lowercase column block in 4.2.2: almost there

In version 4.2.2, doing Ctrl-(shift)-U on a columnar block almost works.
If I mark a columnar block and press Ctrl-U, it works. But if then, for the same block, I press Ctrl-shift-U, it will not work.
