#12 Log function to log chat messages

What about a function that logs chat messages like mirc it does
for the many irc stats tools
or maybe a choosable log format

maybe like this

LOG_FORMAT=mirc|ninbot|numeric
or
LOG_FORMAT="($DATE) $MSG...."

LOG_TYPES=public|private|kicks|bans|...
