Filters are *always* applied, even when downloading article headers. Why? Maybe I just want to have a bunch of filters that I want to apply manually after having downloaded all article header uncondionally.

Filters are only auto-applied on articles are are less than 50KB (or so), so cpu should not be a problem, even when downloading headers.
The way I work around auto-download filters is to start the header download, and turn connections to 0 while it goes.
Everything small is auto-queued, and I can remove anything I don't want then do pass 2 for the larger things.
