#20 Add/remove group unavailable

Adding or removing a group is unavailable when the queue
is not empty. I wonder why, because a newsgroup can
be disabled when the queue is not empty. And when a
group is disabled, I see no reason why it cannot be
removed. The unability to add one during download is just
as weird...
