[Netnice-kernels] VIF control files

Hi,

I have commited changes that implement the read and write file
operations on the control files, these are bandwidth, weight, etc... I
used the files nnfs_netnice.c and nnfs.h from the FreeBSD5 version.
There is a lot of cleanup left, but the operations do work.  I have
not implemented read or write on the filter control file.  I dont'
know if that is ready in the internals.

I will probably do some clean-up tomorrow.
