Netdisco discovers devices by asking the one device you told it about for its neighbours. It then progresses around the network asking for more neighbours. For this to work, your devices need to speaking LLDP, or one of the supported proprietary variants like CDP, FDP, etc. So, do you have LLDP/CDP enabled on your devices, and can they see each other? If you don't/can't have a neighbour discovery protocol like that, then you need to use the manual topology file to list your devices and their interconnections.
