The new query seems to fix the "not my arp" problem: we have several
p2p uplinks toward our provider (which devices we don't have access
:-) ), and now every /30 reports a correct 2 nodes usage (our device
and remote one).

Since Netdisco seems not to care about network and broadcast address,
report work correctly on our common /31 subnets.

Two missing points:
1) counting network and broadcast address on subnets with subnet size > /31
This should be checked, and depends on the need.

2) counting of loopback addresses (/32 "subnets").
