In case you want to find a healthy balance between automated removal
and retaining information about devices that are down for extended
periods of time, you can use the "By Age" search of the inventory page
to find devices based on the same metric that the expiration process
uses.  I've been using this recently to manually delete removed devices
in a situation very similar to yours (without deleting ones that are
down but coming back soon).
