That fixed it. I ran  chmod 777 on the file in question and now it works.

it's probably permissions issue;

ls -l /var/lib/netdisco/
total 8
drwxrwxr-x 2 netdisco www-data 4096 Aug 11 15:13 html
drwxrwxr-x 4 netdisco www-data 4096 Aug 10 17:07 mason
