In further testing, I found this issue applies only to directories. Netatalk works OK on file permissions. dperm is not set. I already posted to the admin list, so I'm guessing this is looking like a bug. Under Solaris Express ZFS, I have the parent volume's permissions set as follows: drwxr-sr-x+ 97 faberlab users 143 Jul 19 16:32 . owner@:rwxp-DaARWcCos:fd-----:allow group@:r-x---a-R-c--s:fd-----:allow everyone@:r-x---a-R-c--s:fd-----:allow The "fd" is there to have the permissions inherit. The filesystem aclinherit property is passthrough.
