I wish it was a stupid question. In fact it is the stupid answer!!!

It's an old installation; I must have neglected to switch quotas on at compile time...

I will rebuild and report back if I notice similar behaviour.

In any case, we will be moving to a 2.6 kernel when we go live with this system. So it may be a moot point. But I will rebuild
netatalk on this machine to test.
