Summary: Misuse of ipstat.ips_noroute

Initial Comment:
(Similar the the PR that I reported previously, but now
for another `ipstat' field.)

The current CVS revision of `agent/mibgroup/mibII/ip.c'
contains the following code:

	case IPROUTEDISCARDS:
#if STRUCT_IPSTAT_HAS_IPS_NOROUTE
				long_return = ipstat.ips_noroute;
				return (u_char *) &long_return;
#else
				return NULL;
#endif

`ipstat.ips_noroute' counts discarded packets, but the
MIB object `ipRoutingDiscards' is a count of discarded
routing entries --- not discarded packets.

I don't know what the correct code in this case should
be.
