Someone recently posted a related HowTo

which refers to messig around with Winzip to reset a
comment field in the resulting NCF.
This field is apparently set to 000 for USA devices and
002 for European.
Sounds like a natural to put into the main code - so that
end-users don't have to fiddle around like this.

I am not a Java developers ... but I'll have a look and see
if I can work it out ...
