OpenMotif 2.3.6 is out now. Could this patch be updated to include 2.3.6? What sort of testing would need to be done on a patch release of OpenMotif like that?

If you have direct experience with it working and not being horribly broken (usually it bombs out very obivously) then we can add it in a different ticket.
I haven't tried it, so it's better to leave it as Unknown
The support has been pretty good lately, so if I make any fixes it will likely to remove most of all of this stuff and just have "Known Bad". Most people get their binaries through linux distros these days.

OpenMotif is at version 2.3.4, but nedit specifically
checks for versions older than this. This ticket is to add
support for the latest version.
