[Navit-users] [PATCH] use "ref" when no "name" available

Hi,

For now, navit don't use the "ref" tag at all.
Ideally, I think that ref should be displayed in a rectangle
over the way it applies to. It sould probably always be drawn
horizontally.
But well, until this is implemented, here is a small patch
which just use "ref" to label ways which don't have "name".
