yes, all docs are in doctools under doc/src and there is make build-doc
command that will generate .html and .n files under doc/html and doc/man

make install will install manpages and html files in the installation 
directory so for the first access to newly installed server 
documentation will be available

Also, when do you plan to release 5.0?
