[naviserver-devel] command list

I have the list of commands now updated to the latest code 4.99.2 and 
categorized most of them.

I would ask you to review the list, and re-categorize if I put some commands 
where they not belong. Or delete, if the command is a "private" helper.

Guess it's better not to post the list (file) but to commit it. 
Where to? Below doc/src, into doc, into contrib? It's just for now, the list 
will be deleted finally.

After we consider the list to be complete and correct, we can allocate 
duties :-)
