I'd suggest #ifdef USE_BYTE_RANGES undefined by default. You can
temporarily tweak the Makefile to define it.

OTOH, what Stephen is suggesting makes sense. Stripout the range code,
make a release, add it back again. This way you'd be on the CVS-head as
you were before. Only the tagged release would have no ranges.
