[naviserver-devel] DOAP

I wrote a small 'naviserver.rdf' xml-like file in DOAP vocabulary 
(http://usefulinc.com/doap)

Stephen suggested DOAP some months ago for modules. It's nice to describe the 
basics of a projects, (DOAP aka "Description of a Project").

I don't know how widely adopted that DOAP thing is, but it might not harm. If 
it's ok for you I would commit it to the same location as NEWS	and Changelog.
