I have 23 failed tests for mingw build and 24 - for msvc32/64 (with ~1660 successed). 
It looks like the mentioned test were executed by Naviserver w/o zlib.

PS. To fix I use attached Makefile.win32 in the nsd/ folder.
This fix may use zlib sources from then Tcl8.6 distribution.
