Summary:     - Added support for using time units as config values
- Allow time unit to be used for "shutdowntimeout"
- Consequently, supporting last argument of "ns_shutdown" to be a time unit spec
  (returning now as well a time value)
- more timeouts currently specified in seconds will be converted similarly.
