Summary:     Fix leaking tmp file, when writerstraming is activated and streaming HTML output is used.
This bug could appear, when "writerstreaming" is turned on in the config file (default off).

Summary:     use memory units for to following tcl commands
   ns_writer submitfile (for -offset and -size)
   ns_writer size vale (for value)

one can now write
   ns_writer size nssock 150KB
instead of
   ns_writer size nssock [expr 150*1024]
