Summary:     Add Range checking in the style of Ns_ObjvInt to Ns_ObjvLong and Ns_ObjvWideInt.

Next steps: check usages if these functions (and Tcl_GetLongFromObj()
and Tcl_GetWideintFromObj()) to add range checks if necessary.
