Initial Comment:
In nsd/log.c one noted side effect of the severity flag "fatal" given to 
ns_log is "WILL CAUSE AOLSERVER TO EXIT!".

AFAIK this does not work, e.g. in command mode NaviServer happily logs 
but does not exit.
