Can't the OCR be used with Image formats straightaway?

Iam using the Latest version of NAPS 2 on my Win XP, SP III OS.
I would like to know whether OCR functionality is valid only for PDF files or can be used straighaway with the image formats as well?
Can't the OCR be used directly for the Thumbnails which appear within GUI after scan? Do we need to convert the scanned thumbnail image to a .PDF file at first in order to use the OCR functionality?
Is OCR functionality a .pdf exclusive feature?
If yes, you must allow a provision to "Import" even .PDF files within the GUI interface along with Image formats!

I have visited that section already & have scoured the Information under it. It would be great if you can please append the Information in that section with some relevant Screenshots in order to decipher the OCR functionality in a greater detail.
Isn't an OCR a PDF-Reader feature? Help me explain the OCR functionality of NAPS by the means of some Credible screenshots compilation.
Help will be appreciated.
