The top level build file is deleting the entire source tree and checking a
new one out of subversion, to give us a clean build.  The reason we can't
invert it is that the lower level build file is part of that source tree,
and hence gets deleted and replaced with a new version.  (Actually, the top
one does, too, by a very small .bat file.)  We could put some effort into
rearranging this, but I'd have to think about it.
