#129 Value Point Tootip behaviour with dual screen

Hello,

when using MTB with dual screen and the Value Point Tooltip option is activated, then when you move the MTB application window from one screen to another, the Value Point ToolTip do not follow the application window and stay on the original screen.
When you close and restart MTB, the Value Point Tooltip is displayed where it was when closing the application which is not always where the apllication restarts (i.e. you can have MTB application on a screen and the Tooltip on the other).
