A new upload for a particular country (be it wifi or cellular data) initiates the regeneration of the sqlites db files. Currently I manually kick off the server process for both wifi and cellular data but will automate this soon.
A recent corruption of the server database necessitated delaying the updates until the data was repaired. This has been completed now and daily updates have resumed.

How often are the SQL dumps at http://openbmap.org/latest/cellular/processed/sqlite/ and http://openbmap.org/latest/wifi/processed/sqlite/ generated? Is there any way for me to tell when the data was generated?

from what I observed at least the wifi dumps are generated approx. once a month.
Cell data seems to be updated more often.
