Further details:
1. Currently when an admin imports a RIS file they have the option to approve the data - this functionality would have to be removed if it were open to authors. All publications submitted by authors should be unapproved.
2. There would also have to be some mechanism in place whereby the authors id is automatically associated to the data. Currently no association takes place when an admin imports.
