[myhdl-list] What's New document of 0.6

I have completely rewritten and updated the whatsnew document
for MyHDL 0.6. It's now also in restructured text and integrated
with the rest of the documentation:

Please review, and if required, give feedback or improve.

I will leave it untouched for a week; afterwards I'll start
integrating the new things in the manual.
