#14 OS X mypbs_ep bug

the Epilogue_Lock code doesn't work on OS X. it
prevents the epilogue plug in from working at all.

I commented this out on our OS X cluster, however it
seems like it might not even be necessary on OS X/TORQUE.

I haven't checked recent version of TORQUE on linux to
see if it is still necessary on linux either. It might
still be necessary on PBS Pro, but I have no way to
test that out myself.

I found a fix for the code, that should accomplish the
original intention without silently failing on the Mac.
Needs to be tested on Linux before I commit to CVS.
