In my very limited testing both version 1.2 and 1.3 of 
Application.applescript work on my computer running OS X 10.1.2, i.e. 
Applescript 1.8.1.
You probably know that the following will return the Applescript version 
(as 32 bit number):

system attribute "ascv"

P.S. The "Cancel" button in the alert window confuses me, wouldn't "OK" 
be more appropriate?
